Vision City is an 8.61-million-sq-ft masterplanned mixed-use development on a 480-acre site in Kigali, Rwanda, delivered for the Rwanda Social Security Board between 2012 and 2017. As one of the largest privately backed urban development initiatives in East Africa, the project combined residential neighbourhoods, commercial and institutional zones, and supporting infrastructure into a single coherent urban extension for the capital city. The masterplanning strategy addressed rapid urbanisation pressures, terrain-responsive layout on Kigali's hilly topography, and the creation of a self-contained, mixed-income urban district with its own road network, utilities, and public realm. The scale and completed status of the project reflect a sustained five-year engagement translating national urban development goals into an implementable spatial framework, and demonstrate international masterplanning experience delivering government-backed new-town development in a fast-growing African capital.
